I use http://www.good-tutorials.com/ sometimes to teach me new effects and stuff. If you can't find out how to do something search google, it will have thousands of sites to teach you how.

when u download 4 FREE it dosent come with stuff like that
but, yea u figured it out it was REALY easy

Tutorials built in to the program don't come with the program?  Trust me I didn't pay that much for a program either.  I know what I'm talking about, I'm a photoshop pro ask LMK, Klutchbuster, o4250, wheelieboy.

And when you downloaded it for free, it does come with tutorials.  Try the help menu at the top.

Paint shop pro is a watered down version of Photoshop, it cost less and is easier to use.
