ATV starts but wont move...its ROKETA!!!UGHH

i have a 09 roketa 250 that dosent move very much ....i can pick it up and the atv will not move that much ... i replaced the throttle cable and cleaned the carb...im thinking its the cluch or choke...any help im NEW to the quad world!! HELP PLZ!!!!

Try putting it in gear? Just a guess!
