yfz problem

i have a problem not sure what it is.when i try to start my bike sounds like the starter isn't spinning.but when i take my starter damper gear out the starter spins.the gear at the bottom doesn't seem to be spinning.every now and then it will spin and starts but it dies.think the reason it stalls is that it hasn't been run in a while.
